The lads at Vancouver's main civic works yard were in the midst of a planned two-hour study session yesterday morning, radio blaring.Suddenly, they heard a management spokesman declare over the airwaves that the city wasn't interested in resuming negotiations to head off a full-scale civic shutdown on Monday.

Vancouver Councillor Tim Stevenson is not known as much of a day-tripper. When he travels on council business, he prefers the faraway eyes of foreign climes.Perhaps he believes long-distance jaunts are less prone to trouble. After all, it was just a short trip of eight or nine blocks that got Mr. Stevenson into serious hot water last year. After quaffing a few at a West End pub, he decided to drive home. Luckily, police stopped his vehicle before the councillor could do any damage. His breathalyzer reading was 0.14, and Mr. Stevenson was properly charged with impaired driving. The first official day of civic workers' strike action in Vancouver and North Vancouver caused little disruption yesterday, though Vancouverites shouldn't expect the same for much longer.Members of the Canadian Union of Public Employees Local 1004, representing Vancouver's outside workers, temporarily walked off the job at several sites for ''study sessions'' after the union was legally able to initiate strike action starting at 10:30 a.m.

Vancouver police cracked down on the drug trade in the city's Downtown Eastside, laying 89 charges against 63 traffickers - the product of a 10-day undercover operation.Thirty-four dealers are now in police custody after an almost 24-hour arrest blitz Wednesday, Vancouver police Inspector Eric Petit said. They are continuing to hunt down the other 29.

Flames tore through two large barns in Chilliwack yesterday, wiping out 700 pigs and devastating two farmers just two weeks before they planned to leave the business.Jan and Nancy Pannekoek were awakened at about 2:30 a.m. yesterday by a passerby who saw smoke billowing from their barn. They called 911 right away, then rushed out to help their livestock, said Nancy Pannekoek, 46.
